The illegal cannabis market is alive and well. More needs to be done for the legal market to be a better choice for consumers, bringing illegal market into non-existence. Work must be done to bring the illegal marketers into the legal market. Depending on law enforcement to kill the illegal market will have little impact on reducing it. Reactive enforcement just does not stop an illegal business. Government must also be proactive.
It is good to compare the path of the legalizing cannabis to the path of legalizing alcohol. A great deal of people that got into the legal sale of alcohol were bootleggers. Moving bootleggers into the legal market and making it easier for consumers to purchase is what really stopped bootlegging, not Elliott Ness and the Untouchables!
